SCOPE OF SERVICES (Loudoun County RFP QQ-00963)

Introduction: The Consultant will provide professional engineering services to conduct investigations, perform preliminary engineering studies, and develop concept designs to "tame the traffic," bury overhead utility wires, and improve drainage in Waterford, while preserving and enhancing the historic character of the Village. Project Goal: To develop a set of practical, preliminary solutions that will provide the Village of Waterford with a master plan to take the next step in the planning and design process.

  • Challenges with traffic growth in Loudoun County
  • Desire to relocate overhead utility wires and improve storm drainage
  • Need for an overall master plan to take to the next steps in funding process

Task 1 Data Collection: Mapping/GIS, traffic, utilities, stormwater, roadway, lighting environmental, historical resources, etc.

Task 2 Engineering Studies:

  • Traffic Calming Alternatives
  • Electrical/Telephone Utilities Alternatives
  • Utility Stormwater Drainage Alternatives
  • Roadway Alignment Alternatives
  • Environmental and historic resources considerations / review

Task 3 Preliminary Master Plan Concepts

Task 4 Design Workshop with Village Representatives, County, VDOT

Task 5 Public Presentation Meeting

Task 6 Final Design Alternatives Report - Master Plan Concepts
